Executive Director

Mr. Sok Lor has worked at the Arbitration Council Foundation since January 2006, and has been Executive Director since February 2009.  He commenced his employment at the Arbitration Council Foundation as a Legal Officer before becoming the Director of the Legal Service Department and then Deputy Executive Director.  Since 2005, Mr. Sok Lor has also been a lecturer of Labour Law, Contract Law, and Business Organisations at several universities, including Royal University of Law and Economics, Pannasastra University of Cambodia, and University of Cambodia.  Mr. Sok Lor obtained his Bachelor’s Degree in Law from Royal University of Law and Economics in 2002 and his Master’s Degree in Law from the Graduate School of Law of the Transnational Law and Business University, Korea in 2005.

  
Board of Directors

The ACF is overseen by a Board of Directors. Three of the Directors are Arbitrators currently serving on the Arbitration Council (one from each of the three arbitrator lists; employer, union and ministry). The other two Board members are external directors, who were appointed by a majority vote of all the Arbitrators. A representative of the International Labour Organisation also sits as a non-voting member on the Board.

Arbitrator Sok Mathoeung

Arb. Sok Mathoeung is member of the Bar Association of the Kingdom of Cambodia and an accredited Mediator with the Centre de Médiation et d’Arbitrage de Paris. Arb. Sok Mathoeung is a Professor of Law and Economics and currently teaches at the Royal University of Law and Economics and several other universities in Cambodia. Previously, he taught Labour Law at the Royal University of Law and Economics and at the Lawyer Training Centre. Arb. Sok Mathoeung has also worked with several international organisations including the European Commission and United Nations for Development Programme, and at the Université de Paris in France.  He holds a PhD in Economics from the Paris Pantheon-Sorbonne in France and Bachelor degrees in Law and Economics from the Faculty of Law and Economics, Cambodia.


Arbitrator Mar Samborana

Arb. Mar Samborana is currently working as a Legal and Regulatory Manager for CamGSM (Mobitel), Cambodia’s leading Telecommunications Company.  Prior to his current position, Arb. Mar Samborana was a Senior Associate for the Sciaroni & Associates, where he provided consultation on rules and procedures for conducting business and investment in Cambodia, land transaction, legal compliance, the Labour Law, labour dispute negotiations & settlement, and commercial & non-commercial registration of enterprises. He holds a Master’s Degree in Science Engineering from the former USSR and a Master’s Degree in Law and Political Science from the Build Bright University, Cambodia. 

Arbitrator Tuon Siphann

Arb. Tuon Siphann is currently the Director of the Department of International Relations at the Office of the Council of Ministers.  Prior to this, Arb. Tuon Siphann served as the Deputy Director of the Department of Protocol and International Relations at the Secretariat of the National Assembly. He is a former legal research scholar at the University of Michigan and the University of San Francisco Law School, USA and has taught courses in Labour Law and Alternative Dispute Resolution for the Community Legal Education Center.  Arb. Tuon Siphann holds a Masters degree in International Relations (USSR) and dual Bachelor’s degree in Law from the Faculty of Law and Economics (currently Royal University of Law and Economic) and Bachelor of Business Law from the National Institute of Management (currently National University of Management).

 

Mr Brian Rohan

 

Mr. Rohan has been a resident of Cambodia since 2003. He is currently working as the Land and Livelihoods Advisor for the American Bar Association.  In this position he oversees several legal advocacy initiatives focusing particularly on land rights. Prior to his work in Cambodia, Mr. Rohan worked with the ABA’s Rule of Law Initiative in Washington, D.C. first serving as Country Director for Moldova, Ukraine and Director of the Environmental Law Programs, and later as Associate Director of the Asia Division. In addition to Cambodia, he has lived and worked on rule of law and environmental governance projects in East Africa and the former Soviet Union. He graduated from New York University Law School in 1990 and is admitted to practice in the United States.

 

 

Mr. Ken Loo

Mr. Ken Loo has extensive experience in both the financial and garment sectors in Cambodia and Singapore. Mr. Loo is currently a Relationship Manager for the Royal Group of Companies.  Prior to this, Mr. Loo served as Secretary General of the Garment Manufacturers Association in Cambodia (GMAC) for five years, where he built up strong networks in both the government and private sectors. Before coming to Cambodia he also worked in DBS Bank a Citibank in Singapore. He holds a Master’s Degree in Finance from the Royal Melbourne Institute of Technology, and an MBA and Ph.D. in Finance from INSEAD (Singapore).

  
Organisational Structure

The Arbitration Council Foundation is a registered not-for-profit foundation established in 2004 with the assistance of the ILO, and in consultation with the Ministry of Labour, employer associations, and union federations.

The Foundation’s purpose is to support the labour dispute resolution work of the Arbitration Council and to enhance its independence, reliability and efficiency.

The primary tasks of the Foundation are to:

·           provide legal support to the Arbitrators

·           undertake fundraising on behalf of the Council

·           ensure financial and administrative management of the Council

·           undertake professional development of Arbitrators

·           undertake communications and awareness raising of the role of the Arbitration Council
