About Us

The Arbitration Council

The Arbitration Council is a national institution whose role is to resolve labour disputes through conciliation and arbitration. The Council was established by Prakas (Ministerial decree) in May 2003, and is provided for under Cambodia’s Labour Law.

The Secretariat of the Arbitration Council

The Council receives support from the Secretariat, which provides clerical and administrative support to the Council, much like a court registry. The primary functions of the Secretariat include communicating with the parties, scheduling and arranging hearings, distributing awards and managing case files.

The Arbitration Council Foundation

The Arbitration Council Foundation is a registered not-for-profit foundation established in 2004 with the assistance of the ILO, and in consultation with the Ministry of Labour, employer associations, and union federations. The Foundation’s purpose is to support the labour dispute resolution work of the Arbitration Council and to enhance its independence, reliability and efficiency.

Demand for Good Governance Project

The overall development objective of the DFGG Project is to enhance demand for good governance in priority reform areas of Cambodia by strengthening institutions, promoting partnerships, and sharing lessons. This is to be achieved by supporting selected state institutions, including the Arbitration Council; supporting non-state actors to develop DFGG programs in partnership with state institutions independently; and promoting learning, awareness raising, and capacity building on demand-side governance approaches in a broader context.
