Phnom Penh: On Wednesday, 21st January 2026, the Arbitration Council Foundation cooperated with Cornell University of the United States of America to organize a capacity-building training program for staff of the Arbitration Council Foundation and officials of Secretariat of the Arbitration Council. The training was facilitated by Professor Richard D. Fincher and his colleagues, who are labor arbitrators from the United States.
The training focused on key topics as follows:
1. Interest-based bargaining
2. Workers with special protection status (Cambodian practice in termination cases).
3. Effective mediation/arbitration techniques, and for non-garment sectors,
4. Dealing with power imbalance between parties and decision-making methods,
5. Discuss the evolution of digital case Management and virtual hearings.
The Arbitration Council Foundation believes that this capacity-building training program will contribute to strengthening and expanding the capacities of staff and Secretariat officials of the Arbitration Council, enabling them to provide enhanced technical support to arbitrators in the labor dispute resolution process at the Arbitration Council.
