The Arbitration Council is an independent, national institution with quasi-judicial authority derived from the Labour Law of Cambodia. Established in 2003 with the support of the Ministry of Labour, employers and unions, the Arbitration Council is empowered to assist parties in resolving collective labour disputes in Cambodia.
"The Arbitration Council is viewed as a major landmark in the development of sound labour relations in Cambodia." -ILO Global Report on Freedom of Association in Practice: Lessons Learned, a Report of the ILO Director-General, issued at the International Labour Conference, 97th Session in 2008, at paragraph 294
"While the Council was originally conceived of and established as a labour dispute resolution body, in performing its services, the Council has developed into a multi24 dimensional organisation: it is a key Cambodian institution promoting social dialogue, improved industrial relations, peaceful dispute settlement, good governance and the rule of law." ILO's Working Paper 24: Cambodia's Arbitration Council: Institution-Building in a Dveloping Country (2011)
